Is dental treatment under general anaesthesia funded by the NFZ?

Yes, dental treatment under general anaesthesia is funded by the NFZ (Poland's National Health Fund), but only for the groups listed in § 4 of the Minister of Health's regulation on guaranteed dental treatment services (consolidated text, Dz.U. 2025 poz. 615). Other patients, including adults without a certificate of a moderate or severe degree of disability, are treated under general anaesthesia privately.

The criteria changed on 1 January 2026, when the new § 4(1a) came into force, added by the regulation of 19 December 2024 (Dz.U. 2025 poz. 1). Some descriptions online were written before this change, so check the date of every source. This text describes the law as it stood on 12 October 2026; a check of the legal acts database of the Sejm, the Polish parliament, on that day showed no newer amendments to the regulation.

Who is entitled to NFZ-funded dental treatment under general anaesthesia in 2026?

Three groups of people with disabilities, and five groups of children and young people up to 18 who meet the criteria of § 4(1a), are entitled to NFZ-funded dental treatment under general anaesthesia. For disability the regulation additionally requires medical indications, and the first adaptation visit for children up to 6 is excluded from funding.

The regulation lists degrees of disability but does not name the document. In practice it is the orzeczenie o niepełnosprawności, the disability certificate issued up to the age of 16, or the orzeczenie o stopniu niepełnosprawności, the certificate of the degree of disability issued from the age of 16. An adult with a certificate of a mild degree does not meet the criterion of § 4(2).

What changed on 1 January 2026?

Since 1 January 2026, children and young people without a disability certificate can also be treated under general anaesthesia on the NFZ, if they meet one of the five criteria of § 4(1a). Before that, a certificate was a condition. In brief, the new criteria read as follows:

  • Allergy to the drugs used for local anaesthesia, in a person up to 18.
  • Systemic conditions in which fear of treatment or a tooth infection could harm health, especially heart, neurological and endocrine conditions; an opinion from a specialist doctor is needed.
  • A child up to their 3rd birthday who does not cooperate despite adaptation visits and pharmacological sedation, and who has at least 8 carious cavities or needs root canal treatment or the extraction of at least 4 teeth, a surgical procedure or treatment of an injury.
  • A person up to 18 who does not cooperate and who, in the assessment of a specialist in oral surgery or paediatric dentistry, cannot be treated safely despite pharmacological sedation, and who needs root canal treatment or the extraction of 4 teeth in total, or a surgical procedure.
  • The need for immediate treatment of an acute dental infection in the face and jaws, or for a surgical procedure, in a person up to 18.

Does the NFZ fund general anaesthesia for every child with extensive tooth decay?

No. The often repeated claim that the NFZ funds general anaesthesia for all children up to 6 with extensive decay is untrue. The criterion for the youngest applies to children up to their 3rd birthday, and it requires both a lack of cooperation despite adaptation visits and sedation, and a large scope of treatment.

Children older than 3 qualify through the other criteria, for example through a specialist's opinion that they do not cooperate despite sedation when 4 teeth need treatment, or through a disability certificate. In 2025 the medical profession's self-governing body proposed further changes, including dropping the requirement of prior sedation, but they had not been adopted by 12 October 2026 (Position no. 93/25/P-IX of the Presidium of the Supreme Medical Council, NRL).

Do you need a referral for NFZ-funded dental treatment under general anaesthesia?

No. The law does not require a referral to a dentist, including for treatment under general anaesthesia (Article 57(2)(2) of the Act on publicly funded healthcare services). The facility may, however, ask for medical documentation, because without it it can neither confirm entitlement nor plan treatment.

The regulation does not specify a single form for all groups, so it is best to confirm the list of documents before the consultation. The following are usually useful:

  • A disability certificate or a certificate of the degree of disability, if entitlement arises from disability.
  • A written opinion from a specialist doctor, when the basis is a systemic condition.
  • An opinion from a specialist in oral surgery or paediatric dentistry, for lack of cooperation despite sedation.
  • Documentation of adaptation visits and failed sedation, for the criterion for children up to 3.
  • Documentation of an allergy to local anaesthetic drugs, if that is the basis.
  • A list of regularly taken medicines and the test results the anaesthesiologist asks for.

What does NFZ-funded treatment under general anaesthesia cover?

NFZ-funded treatment under general anaesthesia covers the same basket of services as ordinary NFZ treatment, only carried out during sleep: fillings, root canal treatment, extractions, removal of tartar, fissure sealing and care after injuries (Annex 3 to the regulation). General anaesthesia does not extend the list of procedures.

The same limits also apply. On the NFZ, adults have root canal treatment only of incisors and canines, that is teeth 1 to 3, without premolars and molars; children and young people up to 18, and women who are pregnant or in the postnatal period, have root canal treatment of all teeth. People with disabilities covered by § 4 are entitled, where medically indicated, to fillings in light-cured composite.

Implants, crowns, bridges and root canal treatment under a microscope in adults are not in the annexes to the regulation, so the NFZ does not fund them, including under general anaesthesia.

How long is the wait for NFZ-funded dental treatment under general anaesthesia in Podlaskie?

In Podlaskie province, the region around Białystok, the average waiting time for dental treatment under general anaesthesia in stable cases was 38 days in 2025, compared with 55 days in 2024. Urgent cases waited 0 days (Ministry of Health reply to parliamentary question no. 15914, 7 April 2026).

After the 2025 tender, 5 contracts for this service are in force in the region (previously 4), concluded for the period from 1 July 2025 to 30 June 2030. Across Poland, 84 providers have an NFZ contract for dental treatment under general anaesthesia in 2026, compared with 69 in 2022 (Ministry of Health reply to parliamentary question no. 15875).

You can ask about facilities with a contract in your region on the free NFZ helpline, 800 190 590.

What if the NFZ criteria are not met?

If a patient does not meet the criteria of § 4, dental treatment under general anaesthesia is possible privately, but only after the same medical qualification. Not being entitled to NFZ funding does not change the safety requirements, and general anaesthesia is still decided by indications, not convenience.

The cost of private treatment is made up of the anaesthesiology consultations, the length of the anaesthetic, post-operative supervision, which is always charged, and the dental procedures carried out during sleep, which are priced separately. In the DentalBlue price list, the item “Pakiet dwóch konsultacji anestezjologicznych (1 wizyta oraz analiza badań)” (a package of two anaesthesiology consultations: one visit and the review of test results) costs 400 zł, “Pierwsza godzina narkozy” (the first hour of anaesthesia) 1 500 zł, “Każda kolejna godzina narkozy” (each further hour of anaesthesia) 500 zł and “Nadzór pozabiegowy /1h” (post-operative supervision, per hour) 600 zł.

The final scope and cost are set at the qualification consultation, and prices in the clinic's price list may change.

How it works at DentalBlue

DentalBlue in Białystok provides services privately and also carries out treatment under general anaesthesia within the NFZ. Entitlement to NFZ funding is confirmed at the joint dental and anaesthesiology consultation, on the basis of the patient's documents. At the same visit a panoramic X-ray is taken, a full medical history is collected and medicines and test results are discussed, and the date of the procedure is set only afterwards. For matters concerning treatment under general anaesthesia you can call Monika Gosiewska (pre- and post-operative care, 606 983 347) and Anita Alińska (patient contact, 539 231 949) directly.

Frequently asked questions

Can an adult with dental phobia have NFZ-funded treatment under general anaesthesia?

Not because of fear alone. Adults are entitled to NFZ-funded treatment under general anaesthesia only with a moderate or severe degree of disability and medical indications. Treatment under general anaesthesia for other medical indications, after qualification, takes place privately.

Is a child with autism entitled to NFZ-funded dental treatment under general anaesthesia?

Yes, if the child has a disability certificate and there is a medical indication. Without a certificate the child may qualify through one of the criteria of § 4(1a), for example lack of cooperation despite sedation, confirmed by a specialist's opinion, when 4 teeth need treatment or a surgical procedure is needed.

Can the first adaptation visit also take place under general anaesthesia on the NFZ?

No. The regulation excludes the first adaptation visit for children up to 6 from funding under general anaesthesia. Adaptation visits help a child get used to the surgery, and for the criterion for children up to 3, documenting them is one of the conditions of qualification.

Can all the teeth be treated in one NFZ-funded anaesthetic?

The plan is drawn up so that all the procedures needed from the NFZ basket are done in one anaesthetic. Services outside the basket, for example crowns or root canal treatment of molars in adults, are not funded. The scope and the length of sleep are set at the qualification consultation.

Where can I check which facilities have an NFZ contract for treatment under general anaesthesia?

Information on providers with a contract is available from the free NFZ helpline on 800 190 590 and from the regional NFZ branch. In Podlaskie province there are 5 such contracts, concluded until 30 June 2030.
